Cal EMA convened an Implementation Committee to assist in the development of California’s 2007-2009 VAWA S*T*O*P Implementation Plan. The mission of the Implementation Committee was to make funding recommendations to Cal EMA that addressed the program purpose areas allowed under VAWA and in any of the four required funding categories.

FY2007 State of Delaware S*T*O*P Violence Against Women Act Implementation Plan (January 2008)
In fulfillment of the federal regulations, the following is the State of Delaware’s Implementation Plan submitted to the Office on Violence Against Women for consideration under the FY2007 S*T*O*P Violence Against Women Act Formula Grant Program. Demonstrated throughout this plan is Delaware’s commitment to focus resources and attention to strengthen the criminal justice system’s response to women who have been victimized by violence and to ensure the safety of all women.
2011-2013 S*T*O*P Violence Against Women Act Implementation Plan
Between 2011 and 2013, the Criminal Justice Coordinating Council will use S*T*O*P VAWA funding to both encourage the creation and maintenance of innovative partnerships between community and criminal justice agencies so that all women victims of violence have access to core services; and, to ensure that all branches of Georgia’s criminal justice system provide an enlightened and sensitive response to crimes of violence against women.
FY2008-2011 State of Hawaii Strategic Plan for the S*T*O*P Violence Against Women Act Formula Grant
This document serves as Hawaii’s Strategic Implementation Plan for the Violence Against Women Act (VAWA) Services, Training, Officers, and Prosecutors (S*T*O*P) Formula Grant Program for FY2008 through FY2011. The State Department of the Attorney General (AG), Crime Prevention and Justice Assistance Division (CPJAD) is the administering agency for the S*T*O*P VAWA Formula Grants Program and works closely with the State VAWA Planning Committee to oversee implementation of the State Strategic Plan for the S*T*O*P Violence Against Women Formula Grant.
FFY2010-2012 S*T*O*P Violence Against Women Act Formula Grant Program Implementation Plan
The Indiana Criminal Justice Institute (ICJI), guided by a Board of Trustees, represents all components of Indiana’s criminal and juvenile justice systems. ICJI serves as the state’s planning agency for criminal justice, juvenile justice, traffic safety, and victim services. The Institute develops long-range strategies for the effective administration of Indiana's criminal and juvenile justice systems and administers federal and state funds to carry out these strategies. The Victim Services Division of ICJI is charged with the administration and monitoring of S*T*O*P funds for the state of Indiana.
2007 Idaho S*T*O*P Implementation Plan
The State of Idaho and its citizens have benefited a great deal from S*T*O*P funded programs over the past 14 years. We have seen our current programs grow and make strides to end domestic and sexual violence while our new programs expand on these initiatives. We have been able to reach rural and underserved communities by collaborating with law enforcement, courts, prosecution and victim services. The S*T*O*P program has also compelled communities and disciplines to work together in a cohesive manner to understand each other’s role in fighting violence.
2011-2014 Kansas S*T*O*P Violence Against Women Act Implementation Plan
This plan document seeks to identify the needs and priorities regarding sexual, domestic and dating violence, and stalking in Kansas, as well as to lay out a blueprint for comprehensively addressing the identified needs and priorities in responding to violence against women in Kansas. This document includes an overview of the planning process, needs and context, and plan priorities and approaches.
FFY2010-2012 Violence Against Women Act (VAWA) State Implementation Plan (December 2010)
The VAWA state implementation plan from the Minnesota Department of Public Safety, Office of Justice Programs (OJP) is organized following the tool prepared by the S*T*O*P Technical Assistance Project. Our plan focuses on direct services to traditionally underserved populations, direct services to Native American populations, and creating systems change within the criminal justice system to improve the response to violent crimes against women. While Minnesota has utilized S*T*O*P funding for many successful projects in these purpose areas; we continue to see gaps in direct services, and needs in the criminal justice system for improved policies and procedures, and training and technical assistance across the state. The goal of the next three years will be to: provide stable funding for direct services to underserved populations; expand projects that show promising practices in improving the criminal justice system response in holding offenders accountable and reducing harm to victims; extend successful projects to other parts of the state; and fund new statewide policy initiatives to address systems change more broadly.

The State of Missouri’s FY 2010-2012 S*T*O*P Violence Against Women Act Formula Grant Program’s Implementation Plan continues and builds upon the successful programming initiated in preceding years. This Plan presents strategies for providing and improving services to victims of domestic violence, sexual assault, dating violence, and stalking. The plan also provides an overview of violence against women issues in Missouri as well as an explanation of victim and service provider needs in Missouri.
